CARB prohibits any changes to a vehicle’s OEM emissions controls system and on-board diagnostic (OBD) port. Violations may result in a maximum penalty of $42,450 for each non-compliant installation. This affects all T-harness solutions on the market that relocate or replace the manufacturer’s OBD port.

What is the CARB standard for aftermarket telematics solutions?
California Vehicle Code sections 27156 and 38391 prohibit the advertising, sale, offering for sale, or installation of any add-on or modified aftermarket part for on- or off-highway vehicles that modifies the original design or performance of a California vehicle's emission control system, unless it is exempted by CARB.
Pursuant to Health and Safety Code section 43016, a maximum civil penalty of $42,450 is applicable to each sale, offer for sale, installation, or advertisement of any part, device or mechanism intended for use with, or as part of, a required motor vehicle pollution control device or system that alters or modifies the original design or performance of the motor vehicle pollution control device or system, and for which an anti-tampering exemption has not been issued by CARB pursuant to CVC section 27156 and California Code of Regulations, title 13, section 2222.
How does Geotab’s telematics solution meet the CARB standard?

What is the CARB Clean Truck Check program?
CARB’s Clean Truck Check is a program that aims to reduce greenhouse gas emissions within the transportation industry. It applies to heavy-duty, non-gasoline vehicles with a gross vehicle weight rating (GVWR) of over 14,000 pounds that operate in California (no matter where they are based). Under the program, fleets are required to test these vehicles for emissions on a regular basis and submit their results to CARB. The goal is to ensure fleet managers have the information they need to maintain and repair malfunctioning vehicle systems.
There are four methods for fleets to submit emissions-related data to remain in compliance:
- Certified testing facilities: Fleets may take their vehicles to be tested at a facility operated by CARB employees.
- Portable Emission Acquisition System (PEAQS): These systems are usually roadside and collect a snapshot of emissions data from your fleet vehicle.
- In-house Periodic Smoke Inspection Program (PSIP) with non-continuously-connected OBD scan tools: This requires an employee in-house to manually collect emissions data from your fleet vehicles.
- Employ a CARB-compliant telematics device to transmit data continuously: By utilizing a telematics device, fleets can collect emissions data continuously without inhibiting vehicle uptime.

In addition, our secure cloud platform, MyGeotab, features emissions reporting software, which records and automatically submits the information required for compliance with the Clean Truck Check program.
How does the GO Telematics Kit automatically gather and submit the required compliance data?
Geotab’s GO9 devices record data from the vehicle and upload it to the secure MyGeotab online platform. An application created specifically for this integration requests this data from MyGeotab, encrypts it and sends it to CARB servers.
The data collection process occurs while the vehicle is not moving on the first Ignition ON event after a new installation, and every seven days thereafter. While in cellular coverage, the submission process happens immediately once the data is available. While out of cellular coverage, the GO device stores up to 15 complete submission files on the device until cellular coverage is restored.
Do any other telematics vendors have a CARB Executive Order for a T-harness?
